I use outlook web access to get to my office's email and have never had problems with OWA on the office pc (Win XP and Ofc 2003). The problem can be either at the server site or at the client site.

The problem seems to be either a damaged IE installation or a damaged Office 2003. I have no experienc with Vista yet, but you should check how you can get a clean IE 7 or if required a clean Vista installation. My laptop is Vista with IE7, and my PC is XP with IE6. If the problem is at the client site you can determine this by going to any other workstation and see if you have the same problem.
