Tried opening the file on an Office 2007 machine, and that one didn't even get the password prompt, and just a blank spreadsheet. Looks like last time I tried it, I was experiencing the not protecting issue and I thought it was due to the "format rows". With worksheet protection, you can make only certain parts of the sheet editable and users will not be able to modify data in any other region in the sheet.
